Applications under this new agreement officially open on April 10, 2026. This is a significant development for the Sri Lankan community in Italy, as previously there was no reciprocal license recognition agreement between the two countries. Eligible applicants will be able to exchange their license through the official procedure via the Embassy, the Consulate, and the Motorizzazione Civile — with no need for driving lessons or examinations, provided all eligibility criteria and documentation requirements are met.

Who Is Eligible? — Key Requirements
Residency Duration: As of April 10, 2026, your registered residency (Residenza Anagrafica) in Italy must have been active for less than 6 years. This is calculated from the date your residency was first registered in Italy, not from your initial arrival date.
License Issuance Date: Your Sri Lankan driving license must have been officially issued before the date on which you first established your legal residency in Italy. Licenses obtained after your Italian residency registration date are not eligible for conversion under this agreement.
Valid License: Your Sri Lankan license must currently be valid and not expired, suspended, or revoked at the time of application. Ensure its validity date is still active before proceeding.
Required Documentation — Complete Checklist
Prepare all of the following documents well in advance. Every item on this list is mandatory unless otherwise noted. Incomplete submissions will be returned and cause delays in your application processing. We recommend placing all documents in a clear, labelled folder before your appointment.
- Application Form (Allegato / TT2112) The correct form depends on your location — Milan applicants use the Milan Consulate form; Rome applicants use the Rome Embassy form. Download both forms below.
- Passport — Original plus photocopies of pages 2, 3, 4 and 5 All pages with personal data, photo, and any Italy-related stamps or visas should be clearly photocopied. Blurry or cut-off copies will be rejected.
- Sri Lankan Driving License — Original plus 2 enlarged photocopies (both sides on a single A4 page) Ensure the license is valid and has not expired. If your license is a booklet format, copy all relevant pages showing license category and personal details.
- Permesso di Soggiorno — Original plus one photocopy If your Permesso has already expired but renewal is in progress, include the official postal renewal receipt (ricevuta di rinnovo) instead of the original document.
- Carta d'Identità (Identity Card) — Original plus a full photocopy of both sides on one page The Italian identity card confirms your registered residency. If yours has expired, renew it at your local Comune before submitting your driving license application.
- Certificato di Residenza Storico — Historical Residency Certificate This official document, issued by your local Comune (municipal office), confirms the full history of your registered residency in Italy including the exact start date. This is essential for verifying your eligibility under the 6-year rule.
- Birth Certificate — Required only in specific cases Submit this only if there are name or date discrepancies between your passport and your driving license (e.g., different spelling of name, or date of birth differs). Not required in standard cases.
Fee Structure

Fees are paid directly through official channels — not to the Embassy or Consulate directly, but via the standard Italian government payment systems at the time of your Motorizzazione submission.

Step-by-Step Procedure
The conversion process involves two main institutions: the Sri Lankan Embassy or Consulate (for initial verification) and the Italian Motorizzazione Civile (for issuing the converted license). Follow the steps below carefully and in order to avoid unnecessary delays.
Obtain the "Yellow Receipt" (Ricevuta Gialla)
Your first step is to contact the Sri Lankan Embassy in Rome or the Sri Lankan Consulate in Milan, depending on where you are registered as a resident. Submit your completed application form along with all required documents. The Embassy or Consulate will process your request and issue an official receipt — commonly referred to as the Ricevuta Gialla (Yellow Receipt). This receipt is your proof of submission and is required before you can proceed to the Motorizzazione. Allow several working days for this step, and keep a copy of everything you submit.
Apply at the Motorizzazione, ACI, or Autoscuola
Once you have your Yellow Receipt, take it — along with all your original documents — to your local Motorizzazione Civile office, an ACI (Automobile Club d'Italia) branch, or an authorised Autoscuola (Driving School). Any of these three channels can formally submit your conversion request on your behalf. The Motorizzazione will then forward the relevant license data to the Department of Motor Traffic (DMT) in Sri Lanka for official verification. Book your appointment at the Motorizzazione in advance to avoid long queues.
Wait for Sri Lanka DMT Verification
After your application is formally submitted, the Italian Motorizzazione sends the license details to the Department of Motor Traffic in Sri Lanka for verification. The DMT confirms whether your license is genuine, valid, and was issued prior to your Italian residency registration. This process typically takes several weeks, though the exact duration can vary. You will be notified by email once verification is complete and your application has been approved. Do not contact the Embassy repeatedly during this period — you will be informed automatically.
Collect Your Converted Italian License
Upon receiving the confirmation email, you have two options for collecting your new Patente di Guida Italiana. You can either collect it in person at the Embassy or Consulate, or opt for home delivery via courier (€12 additional fee, paid at the time of application). If collecting in person, bring a valid photo ID and the confirmation email. Once you receive your Italian driving license, your original Sri Lankan license will be retained by the authorities — this is standard procedure under the bilateral agreement.
